you have better odds at higher ranked schools if you apply with your final (higher) GPA and some full-time work experience but if you’re not too picky then it’s fine
also be warned there is a school of thought that the early application bump is at least in part explained by correlation (as in people with good applications are likely to apply earlier). people usually say like "oh but it still helps to apply when there are more seats and money available" which is true but if they're going to hold onto your application until grades come in then you may as well spend that time working on writing good papers and generally enjoying undergrad
yeah piggybacking off of bunny if you just want BL then it might be worth applying this year but tbh if you really want t14 then it might be best to wait a little
one time i took a class on asl where we submitted videos for homework and i accidentally submitted a video for that class to a business management class' portal or something at like 3 am and i immediately sent a new assignment with the message "please please please don't look at the previous assignment"
("Barely needs to be formatted as a letter" = have some kind of intro s.t. you're "talking" to the dean/admissions committee, a line or two of boilerplate about your continued & strong interest, and then get to the substance)
